Mechanics of the new "Blood Red Ioun Stone"

in Baldur's Gate: Siege of Dragonspear
In the early part of Siege of Dragonspear, I found a Blood Red Ioun Stone that adds +1 dexterity and +2 weapon speed factor. My understanding about weapon speed factor is that it is better the lower the value is. I use two weapons that have a speed factor of 3 and 2 respectively. I was wondering if anyone has tested out this item to determine whether it makes you attack faster, or slower.

    Faster. Same thing is in descriptions regarding Thac0 bonuses and AC.

    Maybe you know this but weapon speed is basically rather useless in most situations. How often you can attack is determined by Attacks per Round (ApR) which is something different entirely.

    The only difference weapon speed makes is how long it takes for your first attack to start. A good speed has some advantages when trying to stop a spellcaster from casting or when backstabbing, but the difference is fairly minor.

    If I'm not mistaken it is
    in the spider cave in the map right below Boareskyr bridge (Wyrm Forest or something?). The one where there is another cave
    with a dragon
