I found one stone fragment in the north west of Dragonspear camp, but where is another one?

    I believe you need to speak to the commander at the southeast side of the map (don't remember his name, he's right outside the troll wrangling area and quizzes you on the purpose of the crusade). He will give you the other half with a little convincing.
