Bards & Druids - IWD x BG

Can someone explain me why so many differences between these classes in those games?
Why can't Beamdog transfer the IWD ones into BG?
In IWDEE Druid's spells are nearly gamebreaking. In IWDEE Bard's is a must for every well balanced party. In BGEE (all of them), however, those two classes kind of sucks, needing to rely on kits to be something attractive to many players.
Is it a legal issue? A technical one? Because I can't be the only one wanting this.

But do you (or anyone) knows why they didn't?
I don't know a thing about programming or modding, really don't know if it would be something hard to do.
Need to say that I'm looking forward for this mod.
Vanilla bards and druids are hugely more powerful than the BG versions, so using them would be a big change to game balance that not everyone would want.
