"May... allocate THREE slots in Two-Weapon Style" - for Paladin?

I am creating a Cavalier for a new game in Baldur's Gate: Enhanced Edition. I noticed that the descriptions for the Paladin (i.e., the main class) read:
  • May achieve specialization (++) in any weapon style and allocate three slots in Two-Weapon Style.
Does that mean I will be able to put three weapon proficiency points into Two-Weapon Style for a Cavalier?

A level-1 Cavalier starts with four proficiency points. I tried to immediately put three points into Two-Weapon Style, but I could only put two. Was the limitation due to the low level of the new character? If so, when will I be able to put the third point into Two-Weapon Style?

    You can only put two points in any proficiency as level 1. Even if you're a fighter you can only specialize.

    once you hit 3rd level you will be able to put that 3rd slot into two weapon fighting
