Does Paladin/Ranger caster level max out at 9 in EE?

Or is it ([their current level] - 9)?

    For Paladins its their current level - 8. Maxing out at 20 (with the exception of Dispel Magic)

    For Rangers its their current level - 7. Maxing out at 20 (with the exception of Dispel Magic)

    So a level 28 Paladin would cast as if it were level 20.
