There is an access from the area W of it. There is a bored watcher and that is all. One of those old secrets that isn't really one. The gate itself is closed and ever was.
What I meant is: if you go through the gate in the NW of the Ducal Palace area until you're north of the wall and then turn to the west and leave the area, you'll end up in a small area in the area W of it, the Silvershield area. There's a guard to tell you the gate is closed and all you can do it turn back.
