Noob question about arcane spell casting

So I want to become a pale master I have meet the alignment requirements but how exactly do you get arcane spell casting to level 3 is it a feat or trait only certain classes have?

    You need to get your spellcaster to 5th level wizard/6th level sorcerer/ and I think 7th level bard
