Specifically advice on how to build stats from the get-go. I only get 21 points and I don't know if they'll go up later or not. What are good stats to focus on?

You will be able to increase your stats as you level up, through items and quests. The main question is whether you'll likely play through the game only once, or are going to replay it.

PST is a game where you can't discover everything in one playthrough anyway. However, some stats will give your more dialogue options than others, so if you are going to play only once, then go for a talkative character, e.g.:
    - wisdom 16* - increase as a priority,
    - intelligence 16 - switch to the mage class when you find the option to do so in the game,
    - 16 charisma.
*yes, wisdom is the most important stat and 18 would be better, but if you are playing spoiler free, then going 16 in all three is easier to get the most out of the dialogues, without having to look for item X or quest Y to increase your stats.
