Infinity Engine Power Attribute

I am using the Infinity Engine to look at Items in PST:EE and see one of the attributes for magical effect is called "Power" which simply has a number for its data. What exactly does this mean?

    Whenever you see a spell or item say it protects against spells of level X, what it actually means is effects with power X.

    So, the Blind Terror mace has 3rd level acid damage?
