How to stop the .ini file from reverting to default values?

Well the heading basically sums up my question, but I'll go into a bit of background information.
At first I had problems with the game running very slowly (no doubt due to my intel chip) but managed to fix this 95% of the way by simply running the game in Windows 95 compatibility mode. After that it only slowed down occasionally, and it seemed to be caused by environment effects (I'm not sure if that's what they're called, but I'm talking about things like smoke rising from chimneys and things like that). I first noticed it on the map directly above Beregost. Near the bottom of the map is the ambushed caravan site, which has a bunch of flies buzzing around it, and whenever they were on screen the game slowed down. This seemed to work wonders, and I kinda figured it had something to do with changing the 'Area Effects Density' from '100' to '10'. So I played for a while longer, got to Beregost, and noticed the slow-down kicking in again whenever some chimney smoke came into view. I checked my .ini file again and the Area Effects Density had reverted to 100. I've tried changing it back but even if I open my game just long enough to load my save and then immediately exit again, the value keeps on reverting. Note that this is not an issue of my changes to the .ini not being saved at all due to lack of administrative rights; after I made the changes I closed and then re-opened to double check that the changes were still there.
So does anyone know how to stop this? Or, does anyone know of a different solution for these slow-downs? Thanks.
EDIT: Well I decided to try something that I should have thought of right away, namely setting the file to read only, and it my .ini seems to have stopped reverting. Also the slow-downs seem to be gone. So disregard this post.
