Use bag31 when you do it though. All the others have stuff in them (the ToB new game bags, I think) including items that dont exist (the cant be dropped, invisible takes-up-your-inventory-space kind).

Have you successfully done this? The baldur.ini looks significantly different that the old one. There is no bracketed [program options] section with standard value pair arguments.
Specific instruction would be greatly appreciated with this new baldur.ini that seems to be one long string with no carriage returns.
The likelyhood is you're reading a "unix" line ending file, not a windows line ending file.
First things first, I'd recommend getting a programmer's editor. Notepad++ is a free one out there.
Secondly, while I don't have the windows version of this game, I read somewhere it looks like an "SQL" file? Can you post a cut of what the baulder.ini looks like? I'm betting you'll find key/value pairs in there somewhere.
I can verify that once you get debug 1 in there under program options using notepad++ and CLUAConsoleCreateItem("BAG31") your inventory woes are at and end.

Some of the bags (Ammo and Holding for example) have 'missing string #xxxx' as their name when you open them. Hopefully they are stable and safe to use between patches.
Bags of Holding obviously can replace the others, but I like having purpose-bags so I can see where shit is!

Well it *is* a cheat, I don't think that's really debatable, but that doesn't mean there's anything wrong with it, assuming that's the type of gameplay you prefer
