Is Seth Macfarlane a voice actor in BG?

I swear the voice of the guard who says "STAND AWAY, CITIZEN!" is Seth Macfarlane. It sounds JUST like carter pewterschmit or dr. hartman from family guy. I looked through the voice actors listed on IMDB but didn't see his name. Anyone else notice the voice similarities?
