Instead of gaining cure light wounds as a special ability, my main character has larloch's minor drain. Just wondering if this is a bug or something new.
What special abilities you get is based on your current reputation. Those with good rep gain Cure Light Wounds, while the evil ones have Larloch's Minor Drain instead.
Same deal with the other stuff, though I don't remember those anymore.
Depends on your reputation. Reputation >=10 = gain good bhaalspawn abilities (Cure light wounds, Cure poison, Draw upon Holy Might) reputation <10 = gain evil bhaalspawn abilities (Larloch Minor Drain, Terror, Vampiric Touch)
I'm pretty sure I once got Larloch's Minor Drain before resting, then Cure Minor Wounds after quick-loading and retrying. So I think it might be random around the middle reputation range. Or maybe it was a bug, this was back in un-patched original BG days.

These are the general guide lines. When you change a variable, like Chaotic Neutral or Neutral Evil for instance, the numbers of abilities are different.

No, this is wrong, what you get is solely based on your reputation before your dream sequence, as @AranthysPosts said
EDIT: this is actually quite cool, as if you metagame it a bit and plan your reputation level a bit, you can have a mix of both - I prefer Larloch's Minor Drain to Cure Light Wounds, but Draw Upon (un)holy might is nice to add into the mix...

Nope. Its reputation based. My True Neutral Swaschbuckler got Cure Light wounds, Larlachs Minor Drain, Cure poison x 2, Draw upon Holy Might x 2.
