Game does not use newly set shortcuts

Putting C as shortcut on Cast Spell does not allow you to use C to open a list of spells to cast. You still need to use F7. Also the tooltip says C like it should work.

Expected behaviour is if I set C as shortcut for casting spells pressing C will open the list.

This is with build 2009 installed
