Reset NPC starting levels

I know NPCs are leveled up based off of CHARNAME's level. But I'm wondering is there a way to turn that off? I want to play the NPCs from the lowest/lower starting level (when the PC is a high level). Right now my only solution is to CTRL+Y them and use the console to spawn in the required leveled NPC.

Is this the only solution?
