Rasaad's Quest: Is This A Bug? (Spoilers)

So, every thread I've read on the subject indicates that you need to have two conversations with Rasaad (the second one is about his brother's death) and then go to the docks area of Baldur's Gate at night, where an event will trigger and start his quest.

However, despite having done both of these things, nothing is happening! Is there something else I'm meant to do, or is it bugged? I did have the Rasaad dialogue loop bug for a while, back before it was patched.

    Did you ever get this to work? - I can't get the quest to initiate either and I had two conversations with him and it's been at least twenty days since the last one.
