NPC Max HP?

in New Players (NO SPOILERS!)
When I encouter Xzar and his partner, he's always a level 6 necromancer but his max HP is 12 which is weird because it should 24. I'm wondering if this a bug or not and are there any other NPCs that joins you that have this problem?

    NPCs who join later on have predetermined HP based off what is average for their class at that level.

    It shouldn't be 12 for Xzar at 6. Should be 17. Not much better, but still.
