How the hell is Davaeorn able to cast 2 spells at the same time?

Yeah, I would also love to cast Dimension Door then instantly cast Fireball or Lightning Bolt as if under the effects of some sort of alacrity while I teleport away. And of course line of sight just happens to be nonexistant so you get to abuse those lightning bolts that literally chase you through walls, and no, I'm not talking about the bouncing feature. Well, if you are going to be cheap, so will I.
