Can't get to Cloud Peak

I'm trying to do Rasaad's quest but I can't get to Cloud Peak. Rasaad mentions going there, and the area appears on my map but it's grayed out. I tried exploring the two areas closest to it, but the Cloud Peaks don't become accessible.
