Rasaad's Quest Not Triggering

From what I've read, Rasaad's personal quest is mean to trigger after you have two talks with him (including the one about his brother's death) and then go to the docks in Baldur's Gate. Some players have suggested that you need to go there at night or have high reputation, but I'm not sure if that's true or not.
When I first started the game I experienced the Rasaad dialogue loop bug, which was corrected by the patch. Since that was corrected and he fired his first lovetalk, he's had nothing to say to me, either in character-initiated dialogue or player-initiated dialogue. If I try to talk to him, I get the 'Rasaad has nothing to say to you' message. Nothing happens when I go into the docks area, by day or night.
Is there something I need to do *other* than completing the conversation about his trip to Athkatla and his brother's death in order to get this to trigger? My reputation is on twenty, so it can't be that.

If it is 0 then you didn't talk enough with Rasaad.
If it is 1 then ambush is to happen anytime.
If it is 2 or higher and the ambush didn't happen then there is some bug.
Anyway, you asked what *other* things are needed: time. It doesn't happen immediately.

I've done the part in Baldur's Gate and I've gone to the place where the quest should go on, but nothing happens.
Is there something more I must do before?
Is there any way to force it?
EDIT: apparently posting on the forums makes it happen! After going to the docks a million times during the night, the very second after posting this, I went there in the middle of the day, and the ambush triggered. Although it somehow shifted to the middle of the night...
(Although, I have not posted this on the forum until now. Perhaps it solves things.@Dalryk)
