iPad - Dragging the Screen causes movement markers to be drawn @ finger location

When I drag the screen with my finger, movement markers are drawn as if I had tapped on that location to move my characters there if my finger happens to have been placed on a valid move location. Sometimes the characters move to that location, sometimes they don't. It seems like they may only move to it if they're not in the middle of a move action already.

When dragging the screen, movement markers should not be drawn at the finger location, and it should not register as a movement tap.
