[PC] Disable 'bounce' in journal

Simple, it would be nice if there was an option to disable the 'bounce' effect added to the journal. For those who don't know what I'm talking about, try to scroll past the lowest / highest entries in the journal and the journal text will bounce back, a feature commonly seen in apple touch devices. It's cool and intuitive when you're touching the screen, but it's just annoying on a PC with a scroll wheel. I just want it to stop moving when I've hit the top/bottom!
