Is increasing FPS in BG:EE Possible?

What would enable me to increase the game FPS above 30? Since BG2 came out I have played and replayed the BG series at 45FPS. It has become impossibly slow to run it at 30. I tried editing the *.ini as there is no console, but with no success. Help anyone?
