Assigning Hotkeys

Sometimes assigned hotkeys do not perform the function they have been selected to do. For example, C won't work to cast spells, but when I assign T, it works. I can't seem to get anything to work for Thieving. I did have Special Abilities mapped to A, which was working - but once I changed it, I can't get it to work on any key anymore. It allows me to assign the hotkey itself, just will not actually perform the function. Has anyone else experienced this?
