Elminster's Friendly Arm Inn encounter?

The additional encounter was mentioned in the Unfinished Business mod as not present in the original game due to a bug. Was this restored in the Enhanced Edition at all?

    Yep, he'll show up at the Friendly Arm in Chapter
    Four.

    Everyone? Don't you have to go there and head west to unlock the Cloakwood areas?

    True but you don't have to go into the inn in order to go there, its more of a convenient stop for selling goods along the way. Like how you meet Elminster in Beregost in front of the smithy.
