Touch spells bug

The attack items created by the spells chill touch and ghoul touch are identified as club or mace within the game engine, and since a mage can never have proficieny in it, a mage has -5 to hit when attacking with these spells. They grant a bonus +4 to hit, but with -5 non proficiency penalty a mage still has -1 to hit, which really makes the spells useless IMHO.
Shocking grasp, on the other hand, has the correct 'hand to hand' label, and thus it gives +4 to hit correctly, and does not impose any non-proficiency penalty. I used DLTCEP to edit the chill and ghoul touch items to 'hand to hand' and now they are worthwhile, the mage attacks with his normal THAC0 and +4 to hit since they are considered 'hand to hand=touch.' The way the game handles them now is bugged IMHO. A mage with dreadful HP and combat stats will try to use these and have an additional -1 to hit to rub salt to the injury.
