No intelligence req on chaotic commands scroll

Observed: Picked one up in Durlag's and found Yeslick could use. Pulled it up in NI and found that it and champion's strength require 9 wisdom instead of intelligence. SCRL5F and SCRL5E.

Expected: Can't read scrolls without 9 intelligence.

I apologize if this is not a bug, but all the other priest scrolls require 9 int, so it sort of stood out.
