[BUG] Areas With Impossible to Open Chests

Current Behaviour
A few chests give "The mechanism that operates this does not have a conventional lock, and may be warded against simple spells." message erroneously. None required a special key; their lock picking difficulty was simply set too high.

Expected Behaviour
Lower the lock difficultly so they can be pick locked.

Files altered: ar0018, ar0104, ar0108, ar0302, ar2643, ar4810

    A few chests give "The mechanism that operates this does not have a conventional lock, and may be warded against simple spells." message erroneously. There is no possible way to open them due to their lockpicking difficulty set too high.

    Confirmed fixed:

    Able to lockpick at 55% Open Locks all the chests in the following areas (successfully or with failure (and boost with Potion of Master Thievery)) without getting the "The mechanism" message:

    AR0018
    AR0104
    AR0108
    AR0302
    AR2643
    AR4810
