Do Sorcerers really need Intelligence and Charisma?

I was just wondering if these abilities scores effect sorcerers in any real way. Or are they wasted stats?
Could you have a sorcerer with 3 intelligence and have no penalties (except using wands etc.)

you need 9intelligence to use scrolls but other than that sorcerer needs only 19dex 16con and something for rest of the stats

because of that they make great "face" characters

and 18 WIS to get the better possibilities with a Wish spell

I always end up with high INT and CHA for RP reasons, but other than that and the 9 INT for scrolls, no. Oh, and it's also not bad to have your party leader have high charisma, but ofc you can put someone else in charge... And you definetly don't need more than 16 CON, since you don't get any health from it, so in BG I started with 15, considering that the CON tome will be one of the firsts tomes you will get

Doesn't wish make checks for both wis AND int? I always go for max on the last 3 stats when I play sorc
