Is the resistance supposed to cap at +127?

Eg: Gorion's Belt + Frost boots (Or any other +Cold Resistance, for this instance.) will cap at +127%.

(Don't know where else to post this as it could be bug related)

Yes it was always capped at %127 in original games. (BG1, BG2) At %127 resistance, any damage of that kind will heal you for %27 amount, or the amount you surpass the immunity (%100) threshold. For example, if you have %105 fire resistance and are hit by a fireball that does 20 damage, it does no damage to you, and actually heals you by 1 HP. (%5 of 20 damage it normally would inflict) This was called 'healing fire' back in the day.

Note that there are abilities of high level enemies in BG2-ToB that reduce your resistances, so hoarding on resistances have uses even if it is capped at %127.
