Not being allowed to post in "Not an Issue"

When I tried to post my Bag of Holding thread in "Not an Issue", it told me I didn't have permission to do so. I was signed in. Is the "Not an Issue" section reserved for higher level members? Thanks!

    I think "not an issue" is for threads to be moved into when someone mistakes something for a bug when it really is "not an issue", rather than just deleting their thread :) (something along those lines)
