Many melee enemies have their movement rate bugged when leading archers

Observed behavior: Tough melee fighter leading large troop of archers in Peldvale becomes stuck on start of combat, moving one hex at a time toward my party, round by round, and making no attacks while being slaughtered by party archery. Similar behavior has been observed in many other places in the game - the guy leading the troop of hobgoblin archers hiding in bushes north of the gnoll fortress, for example.
Expected behavior: the melee leader will rush forward to engage the front line of my party, possibly trying to bypass the front line and get to the backline "squishies".
This was never a problem in earlier versions of BG. The melee leader of archer troops is supposed to attack immediately. This movement scripting bug is rendering a lot of supposed-to-be tough mini-bosses completely impotent. The behavior does not change, even when his entire troop of archers is rendered unconscious by Sleep spell.
