No new dialog for NPCs in old content--please clarify

I had made an assumption on what it meant but after reading about how the relevent voice-actors would get a phone-call if more dialog was needed, I think there's still some ambiguity.

1. Does it mean that any dialog for old NPC's cannot be added?
2. Or just when they happen to be 'in' the old content, i.e. they're standing outside Baldur's Gate and Minsc or w/e makes some observation about the city--this cannot be allowed? For it to be permitted, they have to be standing in one of the new EE maps?
3. Or does it mean solely extensions to dialog that pertains to the main campaign is forbidden? So new interjections by the party when they meet Davaeorn would be illegal, but new interjections when they see that crazy gnome with the basiliks would be legal?

    As far as I know, it's option B.
    No new dialogue in old locations, nor new dialogue between old partymembers.

    Old partymembers commenting on new areas or on the new NPC are Ok.
    That's how I understood it.
