When in Rasaad's quest do I get the *spoiler*?

The belt that gives 19 str but lowers Int? And how do I get it?

    Go to the Baldurs Gate docks, follow the notes that lead you to the Cloud Peaks (Go south from Nashkel mines). Its in a chest inside.

    I got the first convo easily. I cant get the second one even after 10 Rests.

    Number of rests doesn't matter, only the time between dialogues and how far you've progressed in his quest. Rasaad's second talk takes place seven days after the first.
