Wisdom 19 does not give 3 level bonus spell
1: With priest, raise your wisdom to 19.
2: Go to priestspells and see that you have not gained an extra 3 level spell slot.
Isolation:
1: You will gain the extra first level spell.
2: I was fifth level, with wisdom 19, and should have 3 third level spell slots. 1 for level, 1 for having wisdom 17, and 1 for having wisdom 19. Only had 2 spellslots

In PHB 2 edition, page 23, table 5 it states that
WIS 19 = Bonusspells 1st and 3rd.
In Players Options: Skills and Powers, page 18, Table 10 it states that
WIS 19 = Bonusspells 1st and 3rd.
I do not know what source your'e using, but those are the 2 edition rules I know about.
Baldur's Gate is not P&P. If you want P&P rules to be implemented, make a feature request.
