How do max HP work?

I'm wondering if I should take all characters as soon as possible so they will have Max HP at their level up? Is this important?

Can I pick up Quayle at the beginning of the game?

    Quayle is not available before Chapter V, sorry.

    Hit points are very important, but if you play with the ruleset that gives you max HP on level-up, I don't think you have to worry about it.
