Cheats?

Hey, might sound like a silly question, but: Is there some new way to enable cheats? Like, did it change?
I already tried the "old" method(editing bladur.ini, ctrl+tab) but hitting ctrl+tab didn't do anything. Nothing at all.
So I was wondering if there was some new system required to get the cheat console working....
