I don't think you can, and seeing that your main character can be imported into Shadows of Amn (BG2), it would be a bad idea. Having a character higher than 10th level would unbalance that game. I understand the desire for all of your Sword Coast experiences to be reflected at the start of BG2. The problem is players would exploit that by grinding to become uber powerful. The designers had to draw a line somewhere, knowing they were making a follow up game featuring mid to high level characters.
Personally, I would welcome an extension of the XP cap to account for all of the new content in BGEE, but how much can they extend it without ruining the challenge of BG2? It's a tough call.
Anyway, the XP cap certainly isn't a bug. It's a design element consciously thought out by the developers. This thread should be moved to a more relevant discussion.
