Reaction adjustments changed?

I have a gnome thief/illusionist with a charisma of 7 which according to the manual should give me a reaction adjustment of -1 but the in-game character sheet is showing -4.
When I spoke to Xzar & Monty and suggested they come with me to the FAI - they declined and walked away- after saving Viconia she made excuses that more guards may be coming and walked off (no option for her to join)
Is this as it should be? I have recently played other characters with a charisma of 8 with no issue - this seems drastic for a drop of only one point in charisma.
(current reputation is 10 and party consists of Jaheira, Kahlid, and my gnome)
Edit: Found my old BG1 manual - the original numbers are the same as the numbers in the pdf manual (I'm guessing they were just copy/pasted) - however I had amended them by hand at some point and the new numbers I put in would match up with the numbers my character sheets are showing so perhaps thats what going on.
If anyone knows for sure what the numbers are I'd appreciate a heads up about it.
