Dwarf constitution bonus to saving throws bugged?

I created 2 dwarf characters after the most recent patch and I noticed that both have unusually low saving throws. It looks like the constitution saving throw bonus is being subtracted instead of added. It happens with every dwarf character I create. Here's the data with some comparisons:
