{BUG} Paws of Cheetah - become ineffective after starting a new game

After starting a new game with an imported thief, the boots "Paws of Cheetah" lost its effectiveness.
Get the item again, but it still doesn't give its bonus (haste).
I started a new game, but the item still doesn't work.
