Rasaad's Quest (possible spoliers)

I'm trying to do Rasaad's quest and I've read in various threads that you have to have had prior conversations with him and then visit the docks area but nothing happens when I go there. I'm on day 90 and I have had Rasaad with me since I first found him in Nashkel. Any ideas what I'm doing wrong?

    I posted in the bug section. There's literally nothing left for me to do before heading to the undercity and it still wont teigger so it must be a bug.
