Please Help... (Searched everywhere) Cannot open Cheat Console!!!

Hello, I just registered as a last attempt to hopefully find some players who can assist me in opening this cheat console command.

I added the:

'Program Options', 'Debug Mode', '1',

in the baldur.ini file --- saved, checked it is saved fine, does not dissapear (Not the issue)

But when I try to hit CTRL + SPACE it never opens it up for cheats.

Can someone please help me figure out what I could be doing wrong?

Hugely appreciated. I really want to tweak some of the aspects of this game that are bugging me... Your replies will not be in vain.
