Bugged Druid?

My druid avenger had its special abilites to polymorph unlocked when she reached level 7 (!). Before that the button was greyed out throughout the entire game.

Just wandering of it is working as intended or if it's a bug..

    This was intentional. Only shapeshifters get any shapeshifting forms before level 7.
