Amulets and the "silver" flag

I've finally managed to get NI running, and I've been looking at items to find inconsistancies, similar to what I did for my Skyrim mod (Weapons and Armor fixes, which fixed over 3,000 bugs related to weapons and armors).
I'm looking at amulets, and I've noticed there's sometimes a "silver" flag enabled, but it's not consitent. For example,
* AMUL09.ITM (Silver Necklace)
doesn't have the Silver flag enabled, but
* AMUL18.ITM (Wolfsbane Charm)
* AMUL21.ITM (Amulet of Power)
* AMUL23.itm (Periapt of Life Protection)
* AMUL24.ITM (Necklace of Form Stability)
* AMUL25.ITM (Amulet of Spell Warding)
do.
Moreover, AMUL22.TIM (Periapt of Proof Against Poison) has the same icon as AMUL23.ITM and AMUL24.ITM, which would lead one to believe it's made of the same material.
Expected behaviour:
AMUL09.ITM and very possibly AMUL22.ITM should have the "Silver" flag enabled.
As a side question does the amulet silver flag even have any effect in game?
