Disable Enchantment spells from scripts

When an enemy is unconscious, there appears to be some restriction which prevents unarmed characters from attacking them.
Would it be possible to do the same with Sleep, Emotion and all the other enchantment spells, which should only over be cast against a conscious target? I can just about live with my mages potentially casting Sleep against an enemy that obviously can't be affected by it, but the way the script has them casting Sleep twice in a row against a sleeping enemy is rather terrible.
