ATI 3100 Graphics Card Issue

So I installed the game, it starts fine, no issues creating a class or anything of the sorts. The opening little dialog is great, then the picture happens. The visible area for the character is all white. No ground, trees, benches, or anything of the sort. The area out of my view is all grey. No buildings or anything of the sort. As i move, the grey turns white and visa-versa. People are present and moving, birds are flying. I have up to date drivers, tested it in compatibility mode, as well as admin mode... no change.
