[minor] stuck/flickering tooltips in the right menu

When in full-screen mode (22" monitor), in the right-hand menu at the bottom, when a tooltip for the "Party AI off" or "Select All" icon overlap into the bottom-panel area, the overlapped part gets clipped and remains displayed after you move the cursor. If you display more tooltips over the stuck ones, they sometimes begin to flicker rapidly.

Any change of display or even collapsing/expanding the bottom panel removes the tooltips.

I only observed this in the full screen mode for these two icons.
