is there a way to download patch without installer

I don't have internet at my home so I run to the local library to ask this question. Is there anywhere I can download the latest patch without installing any software. I'm not allowed to install any game or launcher on the library computer so ide like to dl the file to a flashdrive and bring it home to patch.

This disappearing mouse is driving me nuts.
