More flexible effect #233 Stat: Proficiency Modifier

The Proficiency Modifier effect cannot increment proficiency points, it can only SET them.
The Proficiency Modifier cannot decrement the proficiency points.

Can you allows this effect to decrement ; or to set with a Minus value ?

    I second this request. It does sound more like a bugfix than a feature, but I fully support anything that can grant more flexibility/ease of use to modders.
